Williamson County and Cities Health District Director
VIIPosition Summary Division: Executive Leadership Team
(ELT)Working Title: Executive DirectorDirect Supervisor: Board of
Health (BOH)Salary Range: $135,577 - $229,295 AnnuallyThis position
is responsible for highly advanced managerial work providing
direction and guidance in planning, implementing, and evaluating
local public health services. The Executive Director shall be the
chief administrative officer of Williamson County and Cities Health
District and shall manage the day-to-day operations of the District
subject to the direction of the Williamson County Board of Health.
If a physician, the Executive Director serves as the Health
Authority for Williamson County. If a non-physician, the Executive
Director works closely with the Health Authority in their medical
oversight of Health District clinical services within area(s) of
expertise and of County public health issues. Responsibilities
involve leadership in the development and implementation of
strategic planning, development and management of the budget, and
supervision and evaluation of the work of the District Leadership
Team. This position serves as an ex-officio non-voting member of
the Board of Health and is responsible for communicating and
collaborating with the Board, member governments, other
governmental officials and agencies, community organizations,
media, and the public. This position utilizes knowledge and
expertise regarding current and evolving public health practices
and issues to provide leadership throughout the District's
jurisdiction. Works under minimal supervision with extensive
latitude for the use of initiative and independent
judgment.Essential Duties and ResponsibilitiesPursuant to the
Americans with Disabilities Act, may include the following. Other

WCCHD. The WCCHD Employee Responsibilities are a set of general

may lead to implementation of WCCHD's disciplinary procedures.
- Analytical/Assessment
- In collaboration with the Board of Health, staff and key
stakeholders, plans, organizes, directs implementation of and
evaluates comprehensive public health services for Williamson
County.
- Ensures ethical principles are applied in accessing,
collecting, analyzing, using, maintaining, and disseminating data
and information.
- Determines and integrates trends from quantitative and
qualitative data.
- Assesses assets and resources that can be used for improving
the health of a community.
- Determines community health status and factors influencing
health in a community.
- Ensures development of community health assessments using
information about health status, factors influencing health, and
assets and resources.
- Advocates for the use of evidence in decision making that
affects the health of a community; makes evidence-based
decisions.
- Policy Development/Program Planning
- Ensures that the Health District has systems in place to
monitor community health status to identify community health
problems.
- Ensures that the Health District is active in initiating and
participating in community assessment, program planning, and policy
development.
- Directs the Health District's strategic planning efforts;
utilizes data to prioritize services provided based upon changing
needs of the community and availability of resources.
- Ensures implementation of policies, programs, and services is
consistent with laws and regulations.
- Ensures the evaluation of policies, programs, and
services.
- Ensures appropriate data collection and reporting to quantify
the work of the Health District and relay that information to the
Board of Health, member governments, other organizations, and the
public.
- Ensures that appropriate medical back up and consultation is
available when necessary for the provision of services.
- Uses a creative, entrepreneurial, collaborative, and
forward-thinking approach to planning.
- Encourages and supports staff and community initiatives in
identifying, exploring, and developing innovative approaches to
address public health issues.
- Identifies and takes advantage of WCCHD's opportunities to be
part of research and other innovative efforts.
- Creates and nurtures a culture of Quality Improvement (QI)
within the agency and division.
- Facilitates QI activities and guides and supports staff in
their work with QI.
- Communication and Cultural Competency
- Works with other governmental, health and human services,
educational, voluntary, public and private entities, and the media
in addressing public health issues of Williamson County, the
Central Texas region, and the state of Texas.
- Represents WCCHD at the Texas Association of City and County
Health Officials (TACCHO), and other collaborative efforts as
appropriate.
- Utilizes opportunities to educate the community about public
health issues and WCCHD services.
- Participates in development of media releases and may serve as
spokesperson.
- Incorporates diverse perspectives in developing, implementing,
and evaluating policies, programs, and services that affect the
health of a community.
- Ensures excellent customer service and quality in service
delivery in all aspects of WCCHD's operations; ensures that appeal
processes are in place and made available to clients.
- Community Dimensions of Practice
- Presents Health District and public health issues and
recommendations to the Board of Health and implements the decisions
and policies approved by the Board.
- Mobilizes and participates in partnerships to identify and
solve health problems.
- Ensures that the Health District is active in interagency
collaboration and coordination.
- Assesses the roles and responsibilities of governmental and
nongovernmental organizations in providing programs and services to
improve the health of a community.
- Establishes and maintains relationships to improve health in a
community.
- Negotiates for use of assets and resources.
- If not a physician, ensures coordination with the Williamson
County Health Authority as appropriate.
- Public Health Sciences
- Ensures public health sciences are applied in the delivery of
the 10 Essential Public Health Services.
- Ensures the use of evidence in developing, implementing,
evaluating, and improving policies, programs, and services.
- Maintains partnerships that increase use of evidence in public
health practice.
- Leadership and Systems Thinking
- Ensures that appropriate policies and procedures are in place
to guide personnel practices, business practices, and delivery of
client service practices.
- Ensures that qualified and competent staff are hired and
adequately supervised.
- Ensures that personnel policies are fairly and consistently
applied.
- Ensures that continuing education opportunities are provided to
further develop staff knowledge and skills.
- Other
- May participate on a WCCHD committee or task force.
- In the event of a public health emergency, employees may be
called upon to support WCCHD's response in ways that are outside
the usual scope of their job responsibilities. This may involve
working hours that are outside the employee's usual work hours.

InformationEnvironmental Factors: Works mostly in a well-lighted,
air-conditioned office. May work in various WCCHD offices around
the county and in a variety of community locations. Occasional work
activities may be outdoors and, therefore, employee will be exposed
to heat and cold. May have extensive contact with the public. May
have contact with persons who may be infected with contagious
diseases. Certain immunizations and/or TB skin test may be

ExemptLocation and Hours: 355 Texas Ave., Round Rock, TX 78664;
general hours 8:00 am - 5:00 pm, M-F. Position eligible for 2 days
of telecommuting a week following a probationary period. May be
required to be onsite on planned remote days (i.e., employer needs,
training, emergency response efforts). This position may be subject
to travel. Work may require occasional early morning, evening,
weekend, and/or holiday hours. Extended hours may be required in
the event of a public health emergency.Job Performance Evaluation:
The employee will be evaluated at least annually, but more often if
warranted.
